Four sectors where Paraguay has something to offer
Agro-industry, energy, river logistics and export manufacturing: where the country holds real rather than narrative advantages.
The question we get most often is: «which sector is worth entering in Paraguay?». It is badly framed, because it assumes an answer independent of who is asking. But something useful can be done: describe where the country has structural advantages and where it has limits, so that each business can place itself.
Agro-industry and food chains
This is where Paraguay's position is strongest. Large areas of arable land, a climate that allows more than one production cycle, an export-oriented beef chain, significant dairy output, and an established niche in organic sugar and stevia.
Where the opportunities are for European companies: process technology, machinery and spare parts, processing plants, packaging, traceability systems, quality and sustainability certification, technical training.
Where the limits are: climate volatility feeds directly into annual volumes, and competition from Brazilian and Argentine suppliers — closer, cheaper on freight — is real. The European competitive advantage, where it exists, lies in technical specialisation, not price.
Energy
The availability of hydroelectric power in excess of domestic consumption is the country's most distinctive feature. It has drawn international attention to energy-intensive activities.
Where the opportunities are: production activities in which energy is a dominant cost line, and the supply of technology for efficiency, transmission and industrial use.
Where the limits are: available energy does not automatically mean an available connection at the point and moment you need it. Connection terms, capacity and tariff must be technically verified before any decision, with the electricity authority and with local engineering.
River logistics
Out of necessity, Paraguay has developed considerable capability in river navigation: one of the largest barge fleets in the world by number of units, shipyards, maintenance services, port operators.
Where the opportunities are: marine technology, cargo handling systems, digitalisation of convoy and terminal management, inspection and certification services.
Where the limits are: hydrological seasonality. A logistics project that does not build in the variability of the river level is an incomplete project.
Export manufacturing
National regimes exist for industry that imports components, processes them locally and re-exports. The model is established in some segments — clothing, footwear, light components, electronic assembly — with mostly regional customers.
Where the opportunities are: sectors where labour and energy costs matter and proximity to the Brazilian market is an advantage.
Where the limits are: the supply of labour with specific technical qualifications is not unlimited, and training time belongs in the plan.
A note on method
None of the four sectors can be assessed from a distance. Conditions change from one department to another, from one segment to another, and often from one counterpart to another. Public information helps you formulate the right questions; the useful answers come from visits, meetings and direct verification with licensed professionals on the ground.
